SUBSTANCE: invention refers to electrolytic acid water to be used in pharmaceutical and cosmetic applications, with the peak width at half height within the nuclear magnetic resonance spectrum using the isotope 17O 45 to lea than 51 Hz, redox potential +900 to +1250 mV and pH 0.5 to 5.0. Said electrolytic acid water contains 40 to 70 mg/l of free chlorine measured by spectrophotometric method, 40 to 70 mg/l of total chlorine measured by spectrophotometric method, 40 to 70 mg/l of total chlorine measured by iodometric method, and less than 10 mg/l of chlorates. The invention also relates to compositions for topical application, which contain electrolytic acid water in the amount effective for hydration. What is also claimed is using electrolytic acid water in preparing a therapeutic agent for treating or preventing skin or mucosa disorders and involvements or skin hydration. The invention also relates to a method for preparing electrolytic acid water in an electrolytic cell, and to the electrolytic cell for preparing cell said water.

EFFECT: method for preparing involves preparing the electrolytic cell, wherein the electrolytic cell comprises a cathode chamber with a cathode, an anode chamber with an anode, and a nanoporous filter separating the above chambers, introducing a solution of water and an alkaline earth metal salt into one or both chambers, and supplying the electrical potential to said anode, said cathode for a period of time and to an extent sufficient to prepare electrolytic acid water.
