SUBSTANCE: user terminal determines the access point (AP) of a target network and receives a destination tunnel address. A tunnel for signalling transmission between the user terminal and the AP of the target network is established through the current network in accordance with the destination tunnel address. The user terminal performs an operation for access the network from the AP of the target network through the signalling transmission tunnel. Thus, handover between a WiFi network and a WiMAX network can be performed.
