SUBSTANCE: invention relates to wireless communication. A system for convergence transmission includes a data offloading and converging node, a cellular access point, and a wireless local area network (WLAN) access point (AP). The data offloading and converging node is configured to: negotiate with UE to determine a data offloading policy; according to the data offloading policy determined by negotiating with the UE, use a WLAN radio bearer to transmit part of user data; and the cellular access point is configured to work with the UE and the data offloading and converging node to transmit the remaining part of the user data.
EFFECT: high quality of servicing a mobile communication network.
