SUBSTANCE: device includes a housing with an external bushing hinged by means of a fastener with a rod to a shaped cable slot covered in a working position with a split coupling, an internal bushing that is movable in axial direction and provided with a seat for a discharge valve, a transfer assembly of torque moment and an out-of-round section in the lower part. The housing and the fastener are hollow. The bushing is fixed in the initial position in the housing cavity. The fasteners has a channel having the shape mating to the lower part of the internal bushing.

EFFECT: improving efficiency of accident elimination work with seized cables by reducing non-production time consumption.
