The positive ions represent the ions H3O+(H2O)m, wherein m=0 or is a random natural number. The negative ions represent the ions O2-(H2O)n, wherein n=0 or is a random natural number, and the concentration is not less than 7000/cm3. A cosmetic device comprises an air pump and a case that accommodates a formed outlet, an ion generator for generating the positive and negative ions in the concentration of not less than 7000/cm3 inside the case in the downstream direction after the air pump.

EFFECT: invention provides better skin humidity ensured by enhancing the water-retaining function of the skin, and improves skin elasticity.
