The negative ions represent the ions O₂ ^-(H₂O)_n, wherein n=0 or is a random natural number, and the concentration is not less than 7000/cm³. A cosmetic device comprises an air pump and a case that accommodates a formed outlet, an ion generator for generating the positive and negative ions in the concentration of not less than 7000/cm³ inside the case in the downstream direction after the air pump.
