SUBSTANCE: device relates to a multifunctional system for monitoring stationary and mobile objects. The disclosed device includes an information control, storage and processing unit, a terminal information collection device, a transceiving device, a hand rope-block system consisting of a front and a back hand rope used to raise and lower the terminal device and hold the attached airborne platform at a given height, control the monitoring process during which a signal from the terminal information collection device is transmitted through a wireless data channel; the front and back hand ropes are controlled by two drives; tension in the hand ropes is controlled using a strain gauge, and an electric coil is used to wind and unwind the hand ropes.

EFFECT: wider range of apparatus for monitoring stationary and mobile objects.
