SUBSTANCE: invention relates to computer engineering. Intermediate platform comprises data processing device, coding device, transmitter, receiver, decoder and computer to generate authentication key while local mobile number is activated at user country ID centre. Assignment of authentication key to card with p.c.b. comprises the steps that follow. Production of the card with two ID numbers. First ID number is transmitted to intermediate platform which sends said encoded number to local ID centre. Third ID number of cell phone local number is encoded and transmitted to intermediate platform. The latter decodes said third ID number and, along with ID file, is transmitted to the card with p.c.b. Authentication key is generated in intermediate platform and the card with p.c.b. Cell phone local number is activated and authentication key is transmitted from intermediate platform to local ID centre.

EFFECT: simplified access of foreign user local mobile network.
