SUBSTANCE: invention relates to wireless access technologies. When a mobile station is in a low power state, the mobile station determines whether the mobile station has up-to-date information about an adjacent cell. In response to the determination that the mobile station does not have new information about an adjacent cell, the mobile station switches from the low power state to a higher power state so that the mobile station can receive a message identifying the adjacent cell.

EFFECT: improved subscriber service.
