SUBSTANCE: invention relates to transmitting information using noise-like signals by generating a frequency-time matrix of a noise-like signal, transmitting frequency-time elements and means of extracting the frequency-time matrix of transmitted information from received signals. The device for generating, transmitting, receiving and decoding a frequency-time matrix is characterised by that it includes, at the transmitting side, a frequency-time matrix generator which fills all or part of a matrix with the same frequency-time element in which all useful information is stored, channel transmitters and antennae, and at the receiving side includes a broadband receiver, a demodulator, band-pass filters, a memory array, a synchronisation unit, wherein the frequency-time matrix generator employs the same fragment of the information signal to demodulate all frequency-time elements; frequency-time elements are digitised; after filling the entire matrix with frequency-time elements, all the obtained frequency-time elements are summed with the entire frequency-time matrix into a single output signal.

EFFECT: high signal-to-noise ratio for full and reliable extraction of all information embedded in a transmitted signal.
