SUBSTANCE: proposed device comprises interconnected beams. Wood cant and steel yoke are fitted in the device base, said yoke camping the steel sheet reel. Said cant and steel yoke have the points of attachment to railway gondola car with the help of brace. Brace one end is secured at the device while opposite end is fitted in gondola car attachment points at its rood and bottom. Brace bent is provided with part fitted therein to protect its end from unbending and having two holes, fitted by one hole on the rod and other hole on bent end. Said brace can be a split design. Ledges are provided at split point of every end. Ledges are located in recesses of the brace other end to make engagement of definite shape for lock to be fitted thereon. Lock inner part to confine the displacement of ledges of different ends of the brace relative to each other with triangular shape fitted on brace split point.
