SUBSTANCE: each network subscriber is granted access to the network to make outgoing calls regardless of the status of the account of the subscriber. When a subscriber without sufficient funds on the account initiates a call, information on the call is recorded. Before terminating the call, the connection of the calling subscriber is sent means of forming and transmitting to the calling subscriber notification on the insufficiency of funds to make the call. Simultaneously with transmission of said notification, a through connection is established with the called subscriber through the operator serving the calling subscriber, such that the outgoing call is redirected as an information connection to the network of the operator serving the called subscriber. The information connection is terminated when the called subscriber receives a missed call message.
EFFECT: high reliability of managing telephone communication when used by a person without sufficient funds on the account to make outgoing calls and information value thereof.
