SUBSTANCE: invention relates to computer and measurement equipment. The method includes receiving signals from the object under test; based on information on internal links of the object under test, converting said signals into a vector of initial estimates of the technical state of elements of the object under test; refining the estimates of the technical state of elements of the object under test via a cyclic process and using a triplex logic model of the inverse relationship, which employs a logic matrix of the inverse relationship from the manifestation of the failure to the point of the occurrence thereof, and a triplex logic model of the direct relationship which employs a logic matrix of the direct relationship from the point of occurrence of the failure to its manifestation; generating an estimate of the vector of the technical state, which is output when the estimation process is complete. Components of said vector describe the state of the elements (devices, subsystems) of the object under test with values "operational", "not operational" and "undefined state". The apparatus comprises a communication unit, inputs of which serve to connect to the data outputs of the object under test, a measuring unit, an initial estimate generating unit, a switching unit, a decision making unit based on the triplex logic model of the direct relationship, a decision making unit based on the triplex logic model of the inverse relationship, a result decrypting unit and a control unit.
