A network control device includes a route control device to select a communication device having an identifier as a target communication device, out of a group of communication devices based on the interrelation of a connection between the group of communication devices, which is connected to the network and includes communication devices, each of which has one and the same identifier, and an initial communication device that implements communication using the above identifier as a target address, and to establish the process corresponding to the route from the initial communication device to the chosen target communication device, for a device of transmission in the network.

EFFECT: technical result of the invention consists in a fixed value of communication route.
