SUBSTANCE: device comprises two information channel units, a comparator unit, two subtractor units, two switch units, a divider unit, an OR circuit unit, a matrix multiplication unit and a high-speed digital computer system. Communication of the second information channel unit with the high-speed digital computer system enables to take into account features of information channels combined into a second unit, the alphabets of partial solutions of which match the alphabet of general solutions and which assume partial solutions based on the Neumann-Pearson criterion, which improve accuracy of the general solution.
