FIELD: machine building.
SUBSTANCE: between the toroid 4 and the pin 1 the holder 5 of the eccentric pin 6 is installed. In the axis of the holder 5 the resilient material 7 is installed with the possibility of contact with pole 3. Besides, there is a block 8, that is held by strap 9 at middle level of the wire leaving the coil, it is made with possibility of free rotation relatively to its axis and relatively to the coil.
EFFECT: simple design and increased comfort of operation due to exclusion of the breaks during works with thin wire upon its decoiling in delivery state.
