SUBSTANCE: invention relates to paint-and-varnish decorative, hydroinsulating and roofing materials, putties, primers and can be used for application on surface of concrete, brick, plastered, wood fibre, chipboard and other materials. Paint-and-varnish water-disperse composition includes powder emulsifier, water, thermoplastic binding agent, based on petroleum polymer resin or rosin and plasticiser, and contains surface-active substance (SAS), represented by adhesive additive BP-3M, with oil PN-6 being used as plasticiser of petroleum polymer resin and rosin. Component ratio in thermoplastic binding agent is selected such at which its Kish softening point constitutes 47-51°C.

EFFECT: invention makes it possible to considerably increase dispersity and stability of composition during storage, reduce its flammability and toxicity, as well as to obtain high-quality coatings with good water resistance, frost resistance and adhesion to concrete.
