FIELD: construction.

SUBSTANCE: device includes a hollow cylindrical body with a side channel, a lower separating plug with a through channel, equipped on top with a seat for the upper separating plug and connected to the body, a pipe string connected to the body. The body is made as capable of installation on the well head. By means of thread the body is connected to the upper drive for transferring rotation to the casing string in process of cementation and is equipped on top with a seat for the upper separating plug. There is a side channel made between separating plugs in the body. On the outer surface of the body opposite to the side channel there is a cylindrical bore. It is covered with a cartridge from outside. The cartridge is tightly installed outside the body with the possibility of fixed condition relative to the casing string during rotation of the body. The cartridge is equipped with a side nozzle, which is communicated via a cylindrical bore with the side channel. There is a central nozzle with a process recess for cutting, communicating the cavity of the body and the through channel of the lower separating plug.

EFFECT: increased quality of cementation of casing strings due to provision of the possibility of cement pumping and squeezing into annular space with simultaneous rotation of a casing string and its stroking.
