SUBSTANCE: invention relates to licencing. The technical result is efficient management of enabling and disabling functions on a plurality of licensee devices performing functions according to key information. A licensee device stores key information encrypted by an encryption key so as to issue a licence change request, which activates or restricts a predetermined additional function. After receiving a licence change request which restricts a predetermined additional function, a licence management apparatus rewrites key information of the licensee device using the default key. Subsequently, after receiving a licence change request which activates a predetermined additional function, the licence management apparatus applies an upgrade key to the key information of the licensee device. The default key or upgrade key may be decrypted using the encryption key, which is unique for the licensee device.
EFFECT: licence management apparatus manages the maximum value of the issued licence for a predetermined additional function and reflects an increment or decrement for the maximum licencing value by applying the default key or upgrade key.
