SUBSTANCE: invention relates to information transmission systems. The result is achieved by that the transmission control unit includes the reception module which receives from the first transmitting terminal 10 the request for establishment of communication with the second transmitting terminal 10; the first storage module which saves in associated manner the identification information of the terminal for identification of the transmitting terminals 10 and identification information of the relaying device for identification of the relaying device 30 which relays data which have to be transmitted and received by means of the first transmitting terminal 10; the relaying device selection module which selects the relaying device 30 associated with the identification information of the terminal for the first transmitting terminal 10 in the first storage module; the second storage module which saves in associated manner the identification information of the relaying device and the information on need in encoding; and the module of determination of need in encoding which defines, whether encoding is required or not , on the basis of information on need in encoding associated in the second storage module with the relaying device 30 selected by means of the relaying device selection module.

EFFECT: providing of high-quality data transmission at providing of data security, transmitted and received by means of the data transmission system.
