The parallel merging level is a level on which parallel merging processing is applicable. The prediction module generates a list of merging candidates for the prediction unit of the coding unit based on the merging candidate.
EFFECT: high efficiency of decoding video by performing parallel prediction by generating an estimate candidate list.
