The method comprises the step of determining, whether the parallel merge processing is applicable based on the size of the encoding unit and the parallel merge level information, wherein the parallel merge level information is unit size information, to which the parallel merge processing is applicable. Further, according to the method, when parallel merge processing is applicable, at least, one of the spatial candidate of the merge unit relating to the first prediction unit is determined using the position of the prediction unit.

EFFECT: improving the speed of encoding and decoding by performing inter-prediction in a parallel method by generating a single candidate list.
