SUBSTANCE: invention relates to monitoring the resistance to the multilayer insulation. Invented control device (C) comprises an electrical circuit (20.a; 20.b; 20.s; 20.d), having a point (A, B) connecting the outer and inner membranes (11, 12) and in series with points (A, B) connecting the generator (22), low voltage and indirect and/or direct disconnection means (23) and/or (R; 26; 30) that detach resistance (10) with the insulated multilayer from the power source. In case of deterioration of the insulating ability of one or more adjacent insulating layers (13) current generator (22) is able to generate short circuit electric power and current (Ice), sufficient for actuating indirect and/or direct disconnection means (23) and/or (R; 26; 30).
EFFECT: technical result: ensuring continuous monitoring.
