SUBSTANCE: invention relates to encoding means used in a communication system. Apparatus includes a sub-band formation unit which separates first error transform coefficient levels for M subbands so as to provide M sub-band transform coefficients; a shape vector encoding unit that encodes each of the transform coefficients of M subbands so as to obtain M encoded shape information, and calculate a target gain for each of the M subband transform coefficients; a gain vector generation unit which generates a gain vector using M target gains; a gain vector encoding module that encodes the gain vector, so as to obtain gain encoded information; and a multiplexing section module that multiplexes the encoded shape information from the encoded gain information.

EFFECT: technical result is improved sound quality of the decoded signal.
