Apparatus includes a sub-band formation unit that separates the conversion coefficient error on the first level of the M subbands so as to provide M sub-band transform coefficients; shape vector encoding unit that encodes each of the transform coefficients M subbands so as to obtain the M encoded shape information, and calculates a target gain for each of the M subband transform coefficients; gain vector generation unit which generates a gain vector using gain M target; gain vector encoding module that encodes the gain vector so as to obtain gain encoded information; and multiplexing module section that multiplexes the encoded shape information from the encoded information enhancement.

EFFECT: technical result is to increase the sound quality of the decoded signal.
