Mobile terminal then collects statistical data on main quality of internet access service, corresponding to type of internet access service according to IP packet verification data, and mobile terminal loads index of main quality of produced by statistical data on a network server to a network server controlled quality of internet access service for a mobile terminal according to main quality.
