SUBSTANCE: invention relates to radar and can be used for creation of false radar targets for ground radars, as well as for detection and identification of probing signals of ground-based radar stations with help of facilities arranged outside zone of radar probing. Said results are achieved due to fact that system creating false radar targets for implementing of method involves ground radar, ground tropospheric station receiving reflected from local intensive scattering in troposphere probing signal of ground radar and ground transmitting tropospheric station.

EFFECT: achieved technical results consists in expansion of functional capabilities, distant detection and identification of probing signals of ground radar using ground-based radio facilities arranged outside working zone of probing, high efficiency in radio countermeasures to receiving channels of ground radar, providing radar stealthiness in detection and identification of probing radar signals and generation of false radar target with help of ground anti-radar radio facilities, providing radar stealthiness of interfering signals radiation source.
