Communication apparatus comprises: packet processing unit that processes an incoming packet based on a processing rule corresponding to the incoming packet among a plurality of processing rules set from a control apparatus; statistical value measurement unit that measures a statistical value obtained from a processing amount corresponding to each of the plurality of processing rules; and a processing rule management unit that determines whether or not each of the processing rules is effective based on the statistical value.
