SUBSTANCE: invention relates to communication engineering and can be used in broadband communication systems. For this purpose, transmitter includes signalling data encoder L1. In signalling data encoder L1 signalling data generator L1 converts transmission parameters into L1-pre signalling data and L1-post signalling data and outputs L1-pre signalling data and L1-post signalling data, energy distribution unit 121 performs distribution of energy on signalling data L1-pre and signalling data L1-post by order, and encoder with error correction L1 performs error correction coding based on BCH and LDPC coding relative to L1-pre signalling data with distributed energy. This allows for randomisation of a large bias in mapping data of the L1-pre signalling data and the L1-post signalling data, thus solving the problem of concentration of power in a specific sample within P2 symbols.
EFFECT: technical result consists in improvement of reliability of communication.
