SUBSTANCE: invention relates to renewable energy sources of moving media for generation of electrical and mechanical energy. Energy converter of moving medium made up of impellers with rotation axis perpendicular to flow rate, mounted on platform or mast and provided with one or more balanced blades rigidly connected with shaft and made complex out of bearing structures, which planes pass through impellers and louvers shaft rotation axis, equipped with axes of rotation offset to one edge, installed along blade bearing structure over distances equal to louvers width and louvers turn limiters installed along bearing structures of blades. On axes of rotation louvers are balanced with weights rigidly fixed with minimum section in planes of louvers, and louvers turn limiters are connected to each other and calibrated spring on side of converter axis of rotation and flyweight with minimum section in plane of blade from outer side.

EFFECT: higher efficiency.
