Image processing device includes a component of separation, configured to split input image into a plurality of sub-blocks subjected to control quantization, component calculating quantization parameter of sub-block configured to calculate quantization parameter of each of sub-blocks, component calculating quantization parameter of the main block, configured with possibility of installation of the main block, including at least two sub-block, and calculating quantization parameter of the main block, difference value calculation component configured to calculate the difference between quantization parameter of the main block and quantization parameter of each sub-block, contained in the main block, and difference encoding component configured to encode the difference value.
