FIELD: data processing.

SUBSTANCE: invention relates to image encoding and decoding. Image encoding device comprises quantisation parameter calculation unit 110, differential quantisation parameter generation unit 111, first bit stream generating unit 112 and predicted quantisation parameter derivation unit 114. Unit 110 derives quantisation parameter of quantisation encoding block that is to be encoded. Unit 114 derives a predicted quantisation parameter using quantisation parameters of two quantisation encoding blocks that precede, in order of encoding, quantisation encoding block that is to be encoded. Unit 111 derives differential quantisation parameter of quantisation encoding block that is to be encoded by means of difference between predicted quantisation parameter and quantisation parameter of quantisation encoding block that is to be encoded. Unit 112 encodes differential quantisation parameter of quantisation encoding block that is to be encoded.

EFFECT: high encoding efficiency by reducing amount of code of quantisation parameter.
