Device comprises: separation component configured to split an input image into a plurality of image blocks, wherein at least one of the image blocks is divided into image sub-blocks; component for determining the corresponding quantization parameters of the image subblocks; component for obtaining a first difference value between a first quantization parameter of the first sub-block of the image of the image block and a second quantization parameter of the second sub-block of the image of the image block; coding component of a first difference value and a second difference value.
EFFECT: increase the speed of encoding/decoding.
