FIELD: radio engineering, communication.
SUBSTANCE: method is implemented by adding the following operations: bypass of a failed segment of a terrestrial communications subsystem using "ground-to-ground" broadcast via HF radio channel from the available RF ground station nearest to the location of failure of terrestrial communication subsystem via HF "ground-to-ground" radio channels to another available RF ground station, located on the other side of the failed section, duplication of planning communication functions and dynamic control of communication resources of HF packet data exchange system control center in the leading zonal HF ground stations. To send urgent information using HF "air-to-ground" broadcast radio channels from all ground stations available for the selected HF board station, also for relaying the urgent information the respective HF ground stations and "ground-to-ground" radio channels , as well as available RF-board station and respective "air-to-air" radio channels.
EFFECT: system functionality expansion.
