SUBSTANCE: device comprises a stationary housing, a hinged rotor rotatably mounted relative to the substantially vertical axis, and the charge distributor suspended pivotally to the hinged rotor. The invention also privides for rotation drive facilities for rotating the hinged rotor about its axis, tilt drive facilities for rotating the charge distributor about the substantially horizontal pivot axis independently from the rotation drive facilities. Tilt drive facilities are mounted on the hinged rotor and rotate with it. They include an electric tilt motor mounted within the main chamber and having a substantially horizontal output shaft, a primary tilt gear actuated by the output shaft of the tilt motor and the secondary tilt gear rotationally integral with the suspension arm of the charge distributor. The primary tilt gear comes into engagement with the secondary tilt gear.
