SUBSTANCE: arithmetic decoding device is proposed that decodes the encoded data for each of the single areas of the target image. The device contains a context index output module, a syntax decoding module. The context index output module is configured to display the context index of the presence/absence flags of the conversion factor flags indicating, whether the conversion factor is 0 for each of the single areas. The syntax decoding module is configured for arithmetic decoding the presence/absence flags of the conversion factor based on the probability state indicated by the derived context indexes.
