Image decoding device that decodes bitstream obtained by separating difference information between image being decoding object, and image being prediction object to plurality of subblocks and coding subblocks obtained as result of division in predetermined order comprises: decoding unit for information about significant subblock indicating equality or inequality "0" of all values of difference coefficients related to subblock; decoding unit for information about significant difference coefficient indicative of equality or inequality of "0" value of difference coefficient value; decoding unit for difference coefficient value; and context extraction unit, which extracts index and context used to decode information about significant difference coefficient of difference coefficient being decoding object, based on this index and position of difference coefficient being decoding object in sub-block being decoding object.

EFFECT: increase in efficiency of image decoding.
