SUBSTANCE: method includes: recognition by the terminal of the first CQI-index according to the first CQI-table and sending the first CQI-index into the base station; the reception by the base station of the first CQI-index sent by the terminal (UE), the determination of the first MCS-index according to the first CQI-table, the first MCS-table and recieving the first CQI-index and sending of the certain first MCS-index into the UE; and reception by the terminal of the first MCS-index sent by the base station, and determination of the modulation order and the size of the code block according to the first MCS-table and recieved the first MCS-index, besides, the first CQI-table includes the record, in which the modulation scheme is higher than 64QAM and the first MCS-table includes the record, in which modulation scheme is higher than 64QAM.

EFFECT: provision of the method and device for channel quality indicator messages and modulation and encoding schemes, that enable the UE and the base station to choose the modulation scheme higher than 64QAM, thereby improving the system performance.
