SUBSTANCE: invention discloses a system and method for dispatching a plurality of vehicles and directing them to a plurality of destinations using constraining conditions or without them containing a software kernel that uses the bounded geographic regions (BGRs) and node pairs to optimize the dependent variables required by the user explicitly deviations depending on the standard and user-defined independent variables. The present invention stores the node pair data and can use the error function, feedback and ANOVA or MANOVA to create a highly convergent dispatch and navigation solution.
