SUBSTANCE: invention implements a method for coordinating a downlink data transmission speed that includes collecting information from one of the following types by the user equipment (UE): one or more resource indicating information sets of the transmission speed coordination configured by the base station and used to instruct the UE to perform the transmission speed coordination, one or more resource indicating information sets of the transmission speed coordination and combined resource indicating information of the transmission speed coordination, and resource indicating information of the UE serving cell transmission speed coordination collected during the UE access to the network; determining the DCI format by the UE equipment, corresponding to information indicating the provision of downlink resources in the subframe of the downlink control information, transmitted from the base station; and determining information about the resources of the transmission speed coordination by the equipment UE, corresponding to the DCI format and used to coordinate the transmission speed in accordance with a DCI format and a preset corresponding relationship, and performing the downlink data transmission speed coordination in accordance with information about the transmission speed coordination resources.
