SUBSTANCE: filter or filter element for tobacco smoke includes a nonwoven material comprising a staple fiber web and a water soluble binder, wherein the water soluble binder is uniformly applied to at least one surface of the staple fiber web in which the staple fiber has the "total biodegradability" biodegradability level when measured in accordance with the OECD 301 B "Ready Biodegradability Method", and wherein the nonwoven material is a nonwoven material obtained by damp laying.
EFFECT: providing effective filtration with the biodegragation function of the filter.
