SUBSTANCE: video encoding method, in which a video parameter set (VPS) is encoded for a bitstream containing a plurality of video data layers, each of which accesses a VPS, and wherein the VPS encoding comprises: encoding the VPS data indicating a number of frames to be reordered in, at least, one of the plurality of video data layers, encoding the VPS data indicating a number of images to be stored in the decoded image buffer during the decoding of the plurality of video data layers, encoding the VPS data indicating the maximum number of time levels in the bitstream; encoding the VPS data indicating the maximum number of views in the bitstream; encoding information specifying the display of the sample index on the indicator of characteristics, containing the encoding of one or more of: an appropriate spatial resolution for each of the plurality of the dependence indices, the frame rate for each of the plurality of time indices, or the identifier for each of the plurality of the view indices; and encoding multiple levels of video data based, at least, in part, on the VPS.
