SUBSTANCE: device for treating an aqueous medium in a flow comprising a reaction chamber with a supply pipe and a discharge branch pipe and the first nozzle stage element installed at the inlet to the reaction chamber ensuring a pressure drop at the inlet to the reaction chamber and a diffuser located at the outlet of the reaction chamber for deceleration of the flow. The reaction chamber is made of dielectric material and formed by the ring electrodes in series connected in the course of the flow, spaced along the length of the chamber to create a longitudinal plasma discharge in the reaction chamber. The method for treating an aqueous medium in the flow, including the flow direction under pressure to the element of the first nozzle stage with a further flow expiration into the reaction chamber for treating the aqueous medium with the formation of two-phase gas-liquid flow and the subsequent braking and condensation of the two-phase flow at the outlet of the reaction chamber. In the reaction chamber, a longitudinal plasma discharge is created that initiates the UV radiation and ozone synthesis of oxygen, emerging from the water phase in the formation of a gas-liquid two-phase flow and when braking the flow by the collapse of gas bubbles, an ultrasonic field and a local overheating of the aqueous medium flow are created.
