SUBSTANCE: image processing device comprising a control unit and an inverse quantization unit, is provided. The control unit is configured to set, based on the first scaling list for the first layer, the second scaling list for the second layer decoded with the reference to the first layer. The inverse quantization unit is configured to inverse quantize the data of the second layer conversion coefficient using the second scaling list set by the control unit.
EFFECT: increasing the efficiency of image encoding and decoding due to the repeated use of quantization parameters.
