FIELD: computer engineering.

SUBSTANCE: invention relates to computer engineering. Image processing device comprises adjustment module for setting adaptive displacement filter parameters at start of maximum encoding module, using maximum encoding module as transmission module; adaptive displacement filter module to perform filtration of adaptive displacement of image subjected to local decoding treatment in case, when image was encoded in modules of maximum encoding module using parameters of adaptive displacement filter, set by adjustment module; coding module for execution image coding process, wherefor adaptive displacement filtering was executed by adaptive displacement filter module, and generating encoded stream using image; and transmission module for transmission of parameter of adaptive displacement filter setting at start of maximum encoding module, using adjustment module, as encoded stream generated by encoding module.

EFFECT: technical result consists in providing possibility to perform encoding process in modules, each thereof has hierarchical structure, due to arrangement of filter parameters for adaptive displacement during transmission start of maximum encoding module in time moments.
