SUBSTANCE: group of inventions relates to image processing technologies. Disclosed is an image processing device comprising a circuit. Circuit is configured to determine whether profile-based encoding processing for encoding a still image is performed. Further, the value of the syntax element relating to the reference frame used in sub-layer image processing is set to a predetermined value when it is determined that the encoding processing is based on the profile for encoding the still image. Image data are also encoded using a syntax element having a predetermined value to generate a bitstream including a syntax element having a predetermined value for transmission.
EFFECT: technical result is the reduction of the encoded and transmitted information by using still image processing, different from moving image processing, by determining an image profile without adding additional syntax elements.
