SUBSTANCE: control device comprises a transverse rope assembly comprising a drive mechanism of a transverse rope, a retractable pulley, and a transverse rope. The retractable pulley of the transverse rope can be moved to a position in which said pulley is either spaced from or in contact with the load rope, or is in contact with the load rope without changing its trajectory. The retractable pulley can also be moved to another position, so that it comes into connection with the load rope and changes its trajectory. Thus, when a surface vessel settles in the heave situation, the retractable pulley moves to increase the trajectory length, which results in shortening the rope length, and, therefore, preventing the load settlement.
