Prediction video decoding apparatus comprises: a decoding means that decodes the side information and compressed data of the residual signal of the target area; a motion information reconstruction means that reconstructs a motion vector used to generate the predicted signal of the target area from side information; a means for storing motion information that stores the motion vector; a motion compensation means, generating the predicted signal of the target area based on the motion vector; a residual signal reconstruction means that reconstructs the reproduced residual signal of the target area from the compressed data containing the residual signal; and an image storage means, which adds the predicted signal to the reproduced residual signal for reconstructing the pixel signal of the target area and stores the reconstructed pixel signal as a previously reproduced image.
