SUBSTANCE: invention relates to the field of video decoding with prediction. Predictive video decoding device comprises: decoding means, which decode the compressed data from plurality of compressed data sets, obtained by decoding plurality of obtained by separation regions, wherein the compressed data contain side information and the target area residual signal, which is the target to be decoded; motion information reconstruction means, which reconstructs the motion vector, used for the target area predicted signal generation from side information; motion information storage means, which stores the motion vector; motion compensation means, which generates the target area predicted signal based on the motion vector; residual signal reconstruction means, which reconstructs the target area reproduced residual signal from the residual signal containing compressed data; and the images storage means, which adds the predicted signal to the reproduced residual signal for the target area pixel signal reconstruction, and which stores the reconstructed pixel signal as the previously reproduced image, at that, the decoding means decodes the zero side information and the first side information.
