FIELD: marine equipment.

SUBSTANCE: invention relates to the field of marine equipment associated with the maintenance of the offshore structures operating under ice conditions. Launching and lifting gear for transferring personnel and transporting cargo to and from the offshore facility under ice conditions includes a hull fixed to the offshore facility, with which a launching and lifting cargo platform is movably connected, with the possibility of performing of the vertical reciprocating movements. Launching and lifting gear hull is fixed to the offshore facility with the possibility of movement and around the perimeter is made in the form of an open protective container. Launching and lifting cargo platform is made in the form of a floating unit housed in said protective container consisting of the upper sealed and lower ballast pontoons connected to each other by supporting ballast columns, and equipped with enclosed along their perimeter corresponding floating ice protection capsules surrounding the supporting ballast columns. Lower ballast pontoon and supporting ballast columns cavities are communicated to each other with the atmosphere by means of air tubes. Rescue device is equipped with ramps for the personnel with cargo transfer from / to the offshore facility, and in the protective container wall an opening under the ramp is formed.

EFFECT: enabling safe and comfortable personnel transfer and the cargo transportation to and from the offshore facility and reduction in the probability of damage to or destruction of the launching and lifting gear from the storm or hurricane impact.
