Disclosed is aa receiving device comprising a circuit configured to: receive a digital broadcast signal of an Internet Protocol (IP) transport stream; detecting emergency notification management information transmitted by the digital broadcast signal; and providing an emergency notification based on the emergency notification management information, where the emergency notification management information comprises: first information identifying a shared component of the emergency notification information, and second information identifying the service providing the shared component.

EFFECT: technical result is providing an emergency notification service during digital broadcasting, which includes an IP transmission circuit.
